Monroe County Release Records
Monroe County released inmates do not leave an operating Monroe jail. The county's 18-bed jail closed in 2016, so a person arrested on a Monroe matter is generally booked at Barren County Detention Center in Glasgow. The Monroe District or Circuit Court controls the local case. Barren records the booking, custody, transfer, and physical exit. Those records serve different purposes. A court order can authorize release before the jail completes identity checks, property return, warrant review, and discharge. A Barren entry gives the actual time and recorded destination.
Released can mean return to the community on recognizance, bond, probation, time served, dismissal, acquittal, or sentence expiration. It can also mean transfer to Kentucky corrections, another county, federal custody, or immigration custody. A transfer ends one jail's custody but does not put the person back in the community. Ask for the release type and destination. A current roster is built for people held now, so a name that drops off is only a lead. It does not prove why or when custody ended.
Monroe County Release Types
Kentucky uses several paths out of local custody. Pretrial Services works statewide at all hours and interviews eligible people soon after arrest. Kentucky does not use commercial bail bonding. A judge may authorize recognizance, unsecured, third-party surety, cash, property, or partially secured release. Other departures follow a disposition, sentence, credit, or transfer order.
| Recorded event | What it means | Next record |
|---|---|---|
| Bond or recognizance | Local jail custody ends while the case may remain open. | Monroe bond order and Barren exit entry |
| Time served or sentence expired | The local custodial term is complete. | Judgment, sentence calculation, and exit entry |
| Probation | The person is in the community under a court order. | Monroe docket and KDOC supervision data when applicable |
| Parole | The Parole Board permits community supervision after a state term. | Board action and KOOL status |
| Transfer | Barren custody ends as another custodian takes control. | Destination field plus the receiving system |
A dismissal or acquittal explains why the case no longer supports detention, but another warrant can still hold the person. Likewise, an open case after release is normal because pretrial release ends detention, not prosecution. Compare the recorded authority, physical exit, and later custody status instead of forcing all three into one timestamp.
Monroe County Release Record Fields
A useful request names the existing booking sheet and release entry. Broad requests for all information can be hard to route. The following fields distinguish a community release from a transfer and connect the Barren event to the Monroe case.
| Field | What it shows |
|---|---|
| Full name and booking identifier | Links the request to the correct person and stay. |
| Booking date and time | Marks when Barren accepted custody. |
| Agency and originating county | Shows the Monroe connection and arresting source. |
| Charge and bond | Records the intake allegation and jail-held release terms. |
| Release date and time | Marks when Barren's custody ended. |
| Release type or reason | Separates bond, time served, court order, and transfer. |
| Destination or receiving agency | Shows whether the person went home or into other custody. |
| Booking photograph | Must be requested expressly when needed. |
The AOC-385 Release from Custody form reflects court authorization. It does not replace the jail's door-out record. VINE may show a custody event, and Kentucky Online Offender Lookup, known as KOOL, becomes important if state custody or supervision follows. No verified online Barren retention window was found. A direct request is the sound fallback after a short public view disappears.
Request Monroe County Release Records
The first request for the physical custody event goes to Barren County Detention Center. Call 270-651-8806 to confirm the current custodian, form, delivery address, and any fee because the public jail domain did not provide a reliable records channel. Ask for an electronic copy when possible. Kentucky's Open Records Act generally requires an agency response within five business days, but no local Barren copy fee was verified.
- Write down the full name, aliases, approximate booking date, and Monroe case number if known.
- Request the booking sheet, custody or release entry, release type, destination, and photograph from Barren.
- Ask the Monroe sheriff or elected jailer separately for arrest, commitment, transport, or county administrative records.
- Request the judicial file from the Monroe Circuit Court Clerk for the order, disposition, sentence, or warrant history.
- If the response names KDOC, another jail, BOP, or ICE, continue with that custodian.
Preserve the request text, agency name, response date, and field definitions. If part of a record is withheld, ask for the nonexempt remainder and the statutory basis. A blank destination must remain blank. It should not be turned into an assumed community release.
Kentucky Law on Release Records
KRS 61.870 through 61.884 govern Kentucky open records. The law defines public records and specifically addresses booking photographs, inspection, copies, exemptions, agency response, and review. Privacy, active-enforcement, juvenile, medical, victim, security, sealed, and expunged material may be withheld or redacted. A public record definition does not mean every field must be released in every circumstance.
The Monroe court file may last longer than a live jail view, but older files can be stored offsite or destroyed under judiciary retention schedules. Expungement can remove public access. Kentucky's court process starts with an eligibility certification and the proper petition in the county of the original charge. Once an eligible matter is expunged, a past public roster does not make the sealed material public again.
Why Monroe County Jail Closed
Monroe Fiscal Court closed the former 18-bed jail on August 31, 2016. Current KDOC classification material still places Monroe among closed jails. The custody function moved to Barren, while an elected Monroe jailer role continued for transport and related county work. That is why a jailer can hold office even though Tompkinsville has no active detention facility.
Old directory pages can still display the former jail address and language that sounds current. They are not a sound source for a present roster or release feed. For recent Monroe County released inmates, use Barren for physical custody and Monroe for the court and transport trail.
Monroe County Release Volume Context
The receiving jail reported 2,933 intakes and 2,944 releases in 2025, along with 631 Monroe inmates served during the year and a rated capacity of 178. The release total covers the entire Barren facility, not Monroe alone. It must never be presented as 2,944 Monroe releases.
The local report on Barren's 2025 release totals provides the county-housing context behind these figures.
The captured report also reinforces that Monroe relies on a receiving facility outside the county. The figures show why a current-only list is weak for past research. High turnover means a person can appear briefly and then vanish. The booking and release entry remains the better proof of a particular Monroe custody event.
Match Monroe Release Court Records
Physical custody occurs in Barren, but the local judicial record stays with Monroe's clerk. District Court ordinarily handles early proceedings, misdemeanors, and felony probable-cause stages. Circuit Court handles felony cases and dispositions. Both routes begin at the Monroe Circuit Court Clerk's office, so the case number and caption are more useful than guessing the court division.
The docket can show a bond order, dismissal, plea, judgment, sentence, jail-time credit, probation, revocation, warrant, or satisfaction. Obtain the actual order when possible. Then compare it with Barren's release time. A judge's order and a jail exit may differ because staff must review other holds and complete discharge work.
Search Monroe County Released Inmates
Start by classifying the custody event. A short Monroe case, Kentucky state sentence, federal sentence, and immigration transfer use different systems. No verified official Monroe or Barren recent-release feed was available on the research date, so a named-person search should begin with the receiving jail and work outward.
- Call Barren County Detention Center and ask whether the person is held. If not, request the exit time, release type, and destination.
- Search Kentucky VINE by name or identifier. Check the reporting agency when duplicate local and state records appear.
- Read the Monroe court case for the order or disposition that explains the local release.
- Use KOOL if the person entered a state sentence or community supervision.
- Use the BOP locator for a federal sentence and ICE's locator only for the immigration branch.
- File focused requests when public search tools do not settle the question.
For an older event, begin with the Monroe court file because it can outlast a roster entry. Search aliases and fewer filters if KOOL or VINE returns no result. A missing name can reflect spelling, another jurisdiction, data delay, an offline county-only record, or sealed material. It is not proof that no release occurred.
Monroe County KOOL Release Search
Kentucky Online Offender Lookup covers KDOC prisoners and people under KDOC community supervision. It is not a full archive of each brief Barren booking. Search broadly first, enable aliases when needed, and confirm identity with PID or DOC number, age, aliases, conviction county, and case facts.
| Search field | Use |
|---|---|
| Name and aliases | Begin with surname and part of the first name if an exact search fails. |
| DOC or PID number | Distinguishes people with similar names. |
| Status and location type | Separates an institution from a supervision office. |
| County of supervision | Helps find a person assigned to Monroe-area supervision. |
| Offense or KRS code | Useful only after broad identity searches. |
Open the detail and read active or inactive status with location and dates. KOOL can show expected time to serve, minimum good-time expiration, parole eligibility, maximum expiration, institution dates, convictions, and parole history. An office location may mean release from a cell into supervision. An institution location may show that a Barren release was a state transfer.
Monroe County Recent Release Limits
Monroe publishes no jail release list because it operates no jail. The Barren public domain was a launch placeholder during research, and no verified official 24-hour or 72-hour page was found. Reporting also described a possible JailTracker-to-Cadmus change. Old vendor links are therefore unreliable. For a same-day event, call Barren, check VINE, review the Monroe order, and check KOOL if state custody is involved.
Court-order time, physical exit time, and public update time can differ. Warrants, holds, transport, and identity checks can extend custody after an order. Public tools can lag. The 24-Hour Releases route explains the focused same-day fallback, but Barren's actual release entry remains the strongest record of the door-out event.
Monroe County Release Status Systems
Kentucky VINE can report custody changes from county jails and state corrections and can send release or transfer alerts. It is a notification tool, not a certified historical ledger. Kentucky documented false release alerts during a 2026 vendor incident, so confirm an alert with Barren, KOOL, or the court order. When both a local and DOC record appear, inspect and register on each relevant record.
Federal cases use the BOP Inmate Locator. A past release date with no facility and a Released or Not in BOP Custody label means BOP custody ended, though another form of custody or supervision may continue. If Barren says transfer to ICE, use the ICE locator for current immigration detention. A jail transfer to ICE is not a community release.
Monroe County Custody Status Comparison
The agency that owns the record depends on where the person was held and what happened after Barren. Read the source for the fact it can prove.
| Situation | Start here | Confirm with |
|---|---|---|
| Still held locally | Barren and VINE | Current agency status |
| Recently left Barren | Barren release entry | Monroe docket |
| Transferred to KDOC | Barren destination | KOOL institution location |
| Released to state supervision | KOOL | KDOC District 3 |
| Federal release | BOP locator | Federal case record |
| Transferred to ICE | Barren transfer entry | ICE locator or contact |
Why is the person absent from the roster? A live roster normally shows current custody. Absence may mean release, transfer, a data change, or a search mismatch. Obtain the release type and destination before drawing a conclusion.
Monroe County Release Facilities
Barren County Detention Center is the operating receiving jail for Monroe detainees. It records physical booking, release, and transfer. The Former Monroe County Jail in Tompkinsville is closed and has no current roster or release feed. Its elected jailer may still hold transport or administrative records, while Barren holds the operative custody entry.
Neither facility is a state prison. A person sent into a Kentucky sentence can move from Barren to any KDOC institution, so KOOL becomes the durable state route. No operating state, federal, or ICE detention site was identified within Monroe County. Those branches are checked through statewide or federal systems.
Monroe County Release Terms
Release systems use short labels that can hide key differences. Reading them in plain terms helps keep a custody change separate from the end of all legal control.
- Recognizance
- Release based on a promise to appear, without a commercial bond agent.
- Time served
- Custody credit or completion that satisfies the ordered jail term.
- Parole
- Community supervision authorized by the Kentucky Parole Board after part of a state sentence.
- Probation
- A court-ordered community sentence supervised by corrections when assigned.
- Discharge
- The recorded end of the identified custody or supervision term.
- Detainer
- A request or authority that can hold or transfer a person for another agency.
These labels answer only part of the question. For example, discharge from Barren says that Barren custody ended. It does not rule out a KDOC transfer, another warrant, federal custody, immigration custody, or later supervision. The destination and next agency finish the record chain.
Resolve Monroe Release Search Conflicts
When two sources disagree, identify the fact each source owns. The Monroe order is strongest for what a judge authorized. Barren's release entry is strongest for when its physical custody ended. KOOL is strongest for a later Kentucky sentence or supervision location. BOP addresses federal custody, while VINE supplies alerts and recent status signals. None should be called a universal release certificate.
If a court order predates the jail exit, ask whether processing or another hold intervened. If the jail says released but KOOL names an institution, the Barren event was likely a state transfer. If KOOL names District 3, the person may be outside a cell under supervision. If VINE says released, preserve the agency and event time and confirm it directly. A careful Monroe County release finding states both the ending custodian and the next known status.
